Speech By Mr Seah Moon Ming, Chairman, mPayment At The Launch Of NLB's Mobile Services Via SMS

Good Morning, distinguished guests, ladies and gentlemen.

I am indeed very proud to be here this morning, at the launch of NLB's mobile library services to sign this MOU with our dear friends, the National Library Board and StarHub. This is not only a first in Singapore, but the first such service worldwide. The Library's Mobile Services will enable two million public library users to query or be alerted on their loan and account status, renew books, and pay fines and renewal charges using any mobile phone.

Just three days ago, mPayment won the Infocomm Development Authority (iDA)'s call for collaboration (CFC) on mobile commerce as part of a ST Elect-GDC led consortium. mPayment was the first in Singapore to deploy mPurse™, its patent-pending mobile payment solution, in August. Today, we're adding another very important milestone with NLB and its two million public library users as we continue in our efforts to expand the merchant and consumer bases that we serve.

Under Dr Chris Chia's leadership, NLB has always been practical and far-sighted in the exploitation of new technology and innovative applications to better serve the public. RFID (or Radio Frequency Identity) book drops for example, have been very well-received by the public and NLB's new mobile library services look set to becoming another popular service.

The mobile library system was developed, tested and commissioned by mPayment within eight weeks of project initiation.

It is a powerful solution, one that is simple and easy to use. NLB members can register for the service just by sending a short SMS. Not only can he query or be alerted on his loan and account status with ease and at anytime or anyplace, via his mobile phone, but he can also renew books he borrowed. And if there are any fines outstanding, these can be paid for through his mobile phone as well. You can all see for yourself the simplicity of use of the NLB mobile services during the 'live' demonstration later.

I strongly believe that because of the popularity of SMS and the simplicity in its use, NLB's mobile services will be well-accepted by library users.

Together with our partners, NLB and StarHub, I am indeed pleased that mPayment has played a key role in delivering this important value-added service to public library users.
